Contract Description:
3/2010 CONTRACT CHANGE REQUEST - Due to continued delays and additional internal review requirement by the USACE they have requested additional funds and an extension of the contract for one year.  

6/2009 CONTRACT CHANGE REQUEST:  This change request is to add additional funds for additional staff reviews deemed necessary for reviews through September 2009.  Additional funding will be needed in 2010 but will be included in a separate Contract Change Request Action.

CONTRACT CHANGE REQUEST:
The purpose of this contract change request is to extend the contracting dates to coincide with the expected final design phase through the end of FY 2009.  In addition, we are adding additional funds for staffing that will include the full range of review required to complete final design.  The US Army Corps of Engineers (COE)  was not funded specifically for this work in their annual appropriation therefore are in need of these funds to assure their approval of final designs for the facility being built on their property and to assure proper oversight of dam safety and security in completion of construction.

GENERAL COMMENT:
This contract is for the US Army Corps of Engineer's (COE) staff to participate in the planning aspects of the Chief Joseph Hatchery Program.  This contract provides for specific data and information and review of engineering documents, land transactions, environmental compliance, regulatory review and any other coordination or Engineering activities associated with this project.  The COE will work with BPA staff, Colville Tribes to address and resolve any ongoing issues related to building of the Chief Joseph Hatchery.

PURPOSE:  
The purpose of this Statement of Work is to continue the implementation of the 3-Step Planning Process of the Northwest Power & Conservation Council (NPCC) for a Chinook salmon hatchery to supplement populations in the Okanogan and Columbia Rivers per Hatchery and Genetic Management Plans developed by the Colville Confederated Tribes and fishery co-managers.

PROJECT GOAL:
The goal of this project is to develop products and planning documents to be approved through the NPCC Step process.  The specific goal for this contract will be to supply information that will help support completion of requirements of NPCC Step 2 and Step 3. The goal of this contract is provide information to support NEPA, needed regulatory requirements and produce detailed designs of artificial propagation facilities necessary to implement comprehensive plans for management of Chinook salmon in the Okanogan River and the Columbia River above Wells Dam.

"For specific background information on this project please refer to the Step 1 Chief Joseph Dam Hatchery Program Master plan submitted to BPA and the NPCC in May of 2004."

LOCATION OF PROJECT:  
The project is located in the Okanogan Sub-basin in the U. s. and Canada, and the mainstem Columbia River upstream from Wells Dam, all in the Columbia Cascade Province.  Project work will be conducted by the Colville Confederated Tribes, fishery co-managers, and consultants in the Province and in private and public offices throughout the region.
